Why does the Promissory Note only have a signature line for the borrower and not the lender?

Promissory Notes are typically only signed by borrowers since the note is meant to document a debt, much like an IOU.  On the other hand, loan agreements often outline more detailed stipulations of a loan transaction and are signed by both the borrower and the lender.
